BRIEF NOTE ON ACTIVITIES OF AGRO MACHINARY DIVISION

The Technical Division of O.A.I.C. is looking after the Agro Machinary activities as follows: -

  1. Sale of Tractor
  2. Sale of power triller & power reaper.
  3. Sale of Agrl.implements.
  4. Sale of .P. Equipments
  5. Sale of storage bins.
  6. Agro service centre
  7. Hiring of Bulldozer and Air compressor

Scheme wise Activities

A – Tractor

Under work plan on macro management mode, Govt. in Agril Department has made provision to sale tractor up to 40 HP at subsidized rate maximum limit to Rs.90,000/- to each farmer. The make & model of tractors eligible for subsidy have been identified by GOI.. The OAIC is the only implementing agency to execute the scheme. Under ITDA assistance the tractors are being rovided to different S.C/ ST SHGs. Besides that the OAIC is also providing tractors and its implements to different Government/ Agencies/ like Municality, Archologycal Deptt. Of GOI, P.H.D. Govt. Agricultural farm etc.

B- Power Tiller & power Reaper

To popularize the power tiller, OAIC is providing power tiller and power reaper to the farmers at subsided rate under CSP scheme. In case of power tiller 50% subsidy available subject to maximum limit to Rs. 60,000/-. Similarly in case of self propelled paddy reaper 50% subsidy subject to maximum limit to 80,000/- is available to each farmer. Subsidy for. The OAIC is also supplying power tillers and its implements to SHGs under ITDA finance. Subsidy to the tune of 50% is being provided to S.T. SHGs. The OAIC also provides power tiller to SHGs under SGSY programme. Besides that the Government departments like CRRI, Veterinary and deptt. Of Agrl. are also procuring power tiller in all the district offices.

C-Plant Protection Implements

The OAIC provides all types of plant protection equipments at govt. subsidy rate as follows.

a. Manual- Subsidy @50% of the cost, limited to Rs.1600/-.
b. Power operated- Subsidy @50% of the cost, limited to Rs.4000/-.
c. Tractor Mounted- Subsidy @50% of the cost, limited to Rs.8000/-.

 

D-Power operated Thresher (All type) and Axial flow thresher

The OAIC is providing Power Threshers of all types with 50% subsidy subject to maximum limit to Rs. 24,000/- per unit per farmer.

E- P.P. Equipments

Under subsidy scheme like ISOPOM (Maize), Rice, Oilseed etc. the Govt. is providing subsidy to the tune of 50% maximum limit to Rs.1500/- in case of power operated sprayers. The OAIC use to provide such P. Equipments to different farmers of the state through Agrl. Department.

F- Storage bins

Under save grain programme of GOI the OAIC is providing metal storage bins to different farmers of the state. Similarly OAIC is providing storage bins to farmers at subsided rate under ISOPOM programme sponsored by Agrl. Department.

G.- Hiring of Dozer & Air Compressor

For land reclamation and leveling etc. the OAIC is providing Bulldozer at reasonable rate on hired basis to private & Govt. agencies. Similarly OAIC is also provided tractor mounting Air Compressor on hired basis for cleaning and development of borewell and S.T. well etc to private and Govt. departments.

H- Agro Service Centre

The OAIC is also implementing the scheme namely as “Agro Service Centre”, under the scheme the total value of the projects consisting tractor and equipments is Rs. 5.60 lakhs in which Govt. is providing subsidy of Rs. 1.20 lakh centre. The above scheme is specially meant for rural unemployed youths.



Scope of Farm Mechanization


Power is needed on the farm for operating different tools, implements and during various farm operations. Mobile power is used for doing different field jobs, while the stationary power is used for lifting water and operating irrigation equipment; operating threshers, shellers /decorticators, cleaners, graders and for other post harvest operations. The mobile farm power comes from human, draught animals, power tillers, tractors and self- propelled machines; where as the stationary power is obtained from oil engines (diesel, petrol and kerosene) and electric motors. The availability of farm power is 0.60 kW/ha which is quite less than the average farm power availability of India (1.5 kW/ha).The draught animal power and human muscle power still remain major power sources for agriculture in the state while mechanization is being introduced through various sponsored schemes and it is taking place gradually. There is a trend to opt for self-propelled and small power operated equipment and power tillers by the farmers. The government has carried out many popularization programs under work plan on Agriculture under Macro Management Scheme. The equipment to be popularised under Agricultural Mechanization Work Plan of the State Government are tractors, power tillers, tractor operated rotavator, self propelled reapers, power operated equipment for horticulture, bullock drawn/ manually operated implements. There are about 4.46 tractors per 1000 hectare area in the state and the tractor power availability has to be increased by at least increased multifold times by 2015 for meeting additional power need on the farm.

A record number of 2,170 tractors were sold under farm subsidy scheme in the last financial year as against Government target of 1,500. Never before in the agriculture history of the State such a large number of tractors were sold in spite of Government subsidy. However, this was possible due to significant increase in the rate of subsidy, said Director of Agriculture and Food Production Arabinda Padhee.

Prior to the last kharif, the subsidy on the purchase of tractor was limited to Rs 45,000. The subsidy amount was doubled last year to Rs 90,000 and this is definitely the major motivating factor for the farmers.

Similarly, the sale of power tiller has gone up. Under farm subsidy, 7,762 power tillers were sold in the last fiscal as against a target of 5,529. The other mechanised implements sold last year include 292 reapers, 45 self-propelled rice transplanters, 65 tractor drawn rotavators, 831 power thrashers and 396 tractor drawn axial flow power thrashers.

… Earlier, farmers were not very keen on combine harvester because of its prohibitive cost. Cost of a combine harvester ranges from Rs 6 lakh to Rs 16 lakh. However, 49 combined harvesters were sold last year because of enhanced subsidy. Subsidy on a combined harvester is Rs 3 lakh for base model and Rs 4 lakh for top-end model, Padhee said.

Mechanisation of various agricultural operations has made significant impact on the productivity and cost of cultivation. While the reduction of cost varies from 16 to 26 per cent, productivity has gone up from 7 to 25 per cent, he said adding, this also reduced drudgery to a great extent.

The machineries have also provided additional income to its owners through custom hiring. Apart from self-employment, these machineries are also generating direct and indirect employment for the local youth, he said.

Subsidy Schemes


Supply of tractors and power tiller:- Government of India has identified some brands of tractors and power tiller on which subsidy @ Rs.30,000/- is available. The subsidy is administrated by Agriculture Department. The farmer contacts the local bank for financing. The Bank finances the farmers basing on the quotation of OAIC Ltd. The farmer have to submit one subsidy recommendation certificate duly signed by local Agriculture Officer for adjustment of subsidy.

Supply of Agriculture Implements:- The farmer can take any kind of improved Agriculture Implements from OAIC LTD directly or from any authorized sale centre by depositing 50% of cost. The rest is subsidy which is administrated by Agriculture Department. The farmer may become a retailer by depositing requisite fees at office.

Pattern of Assistance


Tractor - @ 25% of the cost limited to Rs.45,000/- tractors up to 40 HP
Power Tiller - @ 40 % of the cost, limited to Rs.45000/- Power tiller 8BHP & above/@ 40 % of the cost, limited to Rs.25000/- Light weight Power tiller below 8BHP for hilly regions
Power operated protection equipment - @ 25% of the cost limited to Rs. 2000/-
Tractor mounted protection equipment - @ 25% of the cost limited to Rs. 4000/-
Power driven equipment (Tractor/Power Tiller operated) Intended inclusion of all tractor and power tiller driven conventional equipment/implement - i. @ 25 % of the cost, limited to Rs.10000/- for essential tractor driven implements viz. MB/Disc plough, harrow, cultivator, seed cum fertilizer drill. ii. @ 25 % of the cost, limited to Rs.10000/- for a set of power driven implements i.e. harrow cultivator and seed drill.
