Vehicle Transfer in Delhi

The transfer of ownership of a vehicle is to be applied in the concerned zonal office where vehicle is already registered and following are the documents to be submitted:-

1) Registration certificate in original
2) Form no.29 duly filled in duplicate (attested one copy)
3) Form no.30 duly filled in duplicate
4) Attested copy of valid insurance certificate
5) Attested copy of address proof of purchaser
6) Attested copy of valid Pollution Under Control Certificate
7) Prescribed fee along with penalty if the transfer of ownership not applied within 14 days from the date of purchase.
8) Attested copy of PAN Card or Form 60 & 61(as applicable)

Note: Application should be submitted with in 14 days otherwise penalty of Rs 100/- per month will be charged

Note: Attested copy means photo copy attested by MLA/ Nigam Parshad/ Gazetted officer/ notary/ public.

Vehicle Transfer from Other State to Delhi


If a registered owner of a vehicle brings the vehicle to Delhi, which is already registered in some other state after obtaining a N.O.C from the concerned state can apply for re-registration in Delhi, The documents required are as under:

1) Other state registration certificate in original.
2) Form 28 (NOC in duplicate)
3) Form 27.
4) Form 20.
5) Attested copy of address proof.
6) Attested copy of valid insurance.
7) Attested copy of pollution under control certificate.
8) Challan clearance from traffic police or enforcement wing of transport department. On case of commercial vehicle only.
9) Fitness certificate issued by the board of inspection. Burari.
10) Road tax (as applicable)
11) Prescribed fee for registration.
12) PAN Card or Form 60 & 61(as applicable)
13) Parking fees
14) Certificate manufactured regarding emission norms

Note: Such registration of vehicle are subject to clearance from National Crime Record Bureau. The Transport Department arranges the clearance certificate themselves.

Transfer of Vehicles from Delhi to any other State


For transferring car registration number from Delhi (DL) to Mumbai (MH) or any other state

Is the car financed ? if yes follow from step -1 else start with step -2

Step 1 (Applicable if you have Bank hypothecation on RC, else skip to Step 2) - you need to first take Bank (State Transfer) NOC Certificate for transferring number to state- Visit the local customer care center of bank and get NOC Certificate Issued for inter-state transfer.

Step 2- The you need to get NOC from Traffic Police for No Dues & Police for No Criminal Offence on Car.

Step 3 - Submit a copy of below forms to RTO
> Application Letter requesting issuance of NOC
> Bank NOC (dont submit this in original)
> NOC from Police (In original, but retain a xero copy with you)
> Chassis Imprint of Car (In original, but retain a xero copy with you)
> Notarized Copy of Car RC, Insurance, PUC local id and address proof with > 3 Copies of Form 27,28

Step 4 - Once you get Signed NOC from RTO Office.
Then make a set of documents, which will help you ease in re-registration procedure -
> Original RC, Original Insurance Policy. Original Invoice of the Car (if possible),
> NOC Signed by RTO Delhi, NOC from Bank & from Traffic Police

Step - 5 - Once you shift to Mumbai then
- Submit Original RC Copy to RTO - (Generally, the original required to be submitted and RTO will issue a challan receipt acknowledging the same so that owner do not face issue)
- Insurance Policy
- Pollution Certificate
- Chassis Number Imprint
- Any Government ID Proof - Election Card, Passport etc
- Registered Address Proof of local residence of Mumbai
- Submit NOC Copy along with Signed Form 27,28 Copy from Delhi RTO
- Re-Registration in Mumbai by submitting Form 29, 30. Click Here for RTO Forms
- Appropriate Fees - Applicable Road Tax & 4.5% Octroi Charges on depreciated value,

Note:- ReRegistration will be done on the depreciated value (Preferably carry Original Invoice at time of sale, Insurance cover note etc - will help assessing officer to calculate the value of the car)
- Last once you reach there, its not a bad idea to contact 1-2 local brokers in Mumbai about charges and then visiting local rto and meeting the officer there. You can then proceed further for re-registration

Transfer of ownership in case of death of the registered owner


In such case the application is to be made to the original registered authority by the first legal heirs/the person succeeding to the possession of the vehicle with following documents.

1) Registration certificate in original
2) Form 31 in duplicate with endorsement of the financier if the vehicle is held of hire purchase.
3) Original copy of death certificate of the registered owner.
4) Affidavit by the applicant to this effect and from the other legal heirs relinquishing their right in favour of the applicant.
5) Attested copies of valid insurance in favour of applicant.
6) Attested copy of address proof of applicant.
7) Permit surrender slip from STA in commercial vehicle.
8) Challan clearance from Traffic and enforcement branch.
9) Tax clearance report from Accounts branch in case of commercial vehicles.
Court Order in case the heir is decided by Court.

Transfer of Ownership carried out if the vehicle is purchased in public auction


Any person who has acquired vehicle at a public auction conducted by or on behalf of the state or central Govt. shall by or on behalf of the state or central govt. shall apply with in thirty days of taking possession of the vehicle to the registering authority in whose jurisdiction applicant is residing accompanied by

1) Application on form 32.
2) Form 20.
3) Certificate of registration in original.
4) Sale certificate form 21 issued by the Auctioning Deptt. in favour of the owner of the vehicle.
5) OR The certificate or the order confirming the sale of the vehicle in his favour duly signed by the person authorised to conduct the auction.
6) The certified copy of the order of the Sate or Central Govt. authority auction of the vehicle.
7) Attested copy of the insurance in favour of purchaser.
8) Attested copy of pollution under control certificate.
9) Attested copy of address proof. GIR No./ Pan No. or Form 60/Form 61.
10) Road tax as applicable.
11) Registration/Re-registration fee.

Important: The Vehicle would be re-registation provided it complies the EURO -II norms
