Driving Licence


The Government of NAGALAND is committed to provide Simple, Moral, Accountable, Responsive and Transparent (SMART) services to the people through the concept of Citizens' Charter. The Transport Department, as part of the implementation of this Citizens' Charter, has simplified the procedures to get a Driving Licence.

Why do you need a Driving Licence?


As per Motor Vehicle Act 1988, a valid Driving Licence is necessary to drive any motor vehicle on public roads.

Where do you get it?


At the Regional Transport Office or District Transport Office, having jurisdiction over your residential area.

When do you get it?


1) After completion of 16 years of age, for driving motor cycles with engine capacity not exceeding 50cc with the consent of the parent / guardian.
2) After completion of 18 years of age, motor cycles with engine capacity exceeding 50cc and light motor vehicle.
3) After completion of 20 years of age, for an endorsement to drive transport vehicles.

How to get a Driving Licence?


There are two stages to get a Permanent Driving Licence.
Stage I : Obtaining a Learner's Licence
Stage II : Obtaining a Permanent Licence

How long is the Driving Licence valid?


1) Licence to drive a Non-Transport Vehicle is valid for 20 years from the date of issue or until the holder attains the age of 50 years, whichever is earlier. After that, the Licence is renewed every 5 years.
2) Transport Vehicle Licence is valid for a period of 3 years from the date of issue or renewal.

How do you obtain a Learner's Licence?


Applicant for a Learner's Licence should appear personally before the Licensing Authority with the following:

Application Form II (available with the department)

Proof of age


Age Proof attested copies of any of the following :


1) School certificate
2) Pass port
3) Birth Certificate
4) Certificate from Central/State Govt. or a local body
5) Identity card/voter list
6) PAN of Income Tax card
7) Certificate granted by a registered medical practioner not below the rank of a Civil Surgeon, as to the age of the applicant.
8) Other authentic proof acceptable by Licencing Authority.

Proof of residence


Residence proof – attested copy of any of the following:


1) Ration Card,
2) Electoral Roll,
3) Life Insurance Policy,
4) Passport,
5) Electricity or Telephone Bill,
6) Pay slip issued by any office of the Central Government or a State Government or a 7) local body,
8) House Tax Receipt,
9) School Certificate,
10) Birth Certificate,

Medical Certificate in form 1A wherever applicable. An application for a medical certificate(Form - IA) shall contain a declaration in Form - 1

3 recent passport size photographs of the applicant.

Remember to bring the originals of the documents whose attested copies are enclosed.

Applicants for Transport Vehicle Licence must produce a Permanent Driving Licence for Light Motor Vehicle held by him at least for one year, medical certificate in form 1A and he should attain the age of 20 years.

Applicants for Learner's Licence shall pass a test regarding basic traffic signs and driver's responsibilities.

The Learner's Licence so issued is valid for a period of six months from the date of issue and is renewable for another period of six months, during its validity.

To obtain a permanent licence


1) You should have a valid learner licence.
2) You should apply after 30 days and within 180 days from the date of issuance of learner licence.
3) You should be conversant about the vehicle systems, driving, traffic rules & regulations.

Approach your Regional / District Transport office of the Licensing Authority.

Please carry the following:


1) Your valid original learner`s licence.
2) Application in Form No.4
3) Applicable Fee.
4) Proof of age

Form No.5 in case of commercial licence.
The vehicles for which category you are applying the licence.
Your original licence in case of endorsements of categories.
Remember to bring your original documents along with the above.

For obtaining a fresh driving licence he/she has to undergo driving test of the relevant vehicle for which he/she has applied for and pass the test of competence to drive.

After scrutiny of your documents you will be put through the driving test. For driving test you have to bring your vehicle with you. You will be tested for your driving skills, familiarization with the vehicle, traffic rules & regulations. You can be asked about the vehicle system and safety.

Renewal of Driving Licence


The driving licence is required to be renewed after expiry of its validity. You have to approach to your local zonal office during public dealing hours for the same.

How long is the driving licence valid?


Your licence is valid for 20 years from the date of issue or till you turn 50 years of age, whichever happens earlier. However, if your licence is for a commercial, passenger or goods vehicle it must be renewed after every three years.

Do I require a medical certificate at the time of renewal?


You require medical certificate if you have commercial licence.

Documents required for renewal of Driving Licence


For Private Licence:


1) Application in Form No.9.
2) Applicable Fee.
3) 2 copies of your recent passport size photograph.
4) Driving licence held.
5) Proof of age and residence.
6) Medical form No.1 self declaration of physical fitness.

For Commercial Licence:


1) The above documents as used in Private Licence
2) Medical form No.1 A in all cases.
3) Driver refreshing Training certificate in case of HMV.
4) In case of Private licence the record is not verified if the particulars seems to be clear on the licence. However for commercial licence the particulars are verified from the issuing authority. The renewal of licence in case of private licence is done on the same day but for commercial licence the renewal is made after verification of the particulars.

Duplicate Licence


Duplicate Licence is issued in case of loss, theft,or on mutilation
We recommend you to keep the photocopy of your licence safe, particulars of licence noted with you so that you may not face troubles in case of loss/theft. It would be easier to locate about your licence particulars from the record. If you can not provide the particulars it is advisable to go ahead for fresh licence instead of duplicate of licence.

What is the procedure to get a duplicate licence?


You will require :

1) Application in Form LLD.
2) FIR of the lost licence
3) Challan clearance report from Traffic Police (in case of Commercial licence renewal).
4) Applicable Fees.

For duplicate licence you have to approach the issuing authority and the particulars will be verified from their records. The validity of duplicate licence will be the same of your previous licence. The original issuing authority will issue your duplicate licence.

If your licence is lost and expired by more than 6 months your case requires permission from Head Quarter of Transport Department.

International Driving Licence


International driving licenses are issued from Transport Commissioner Office, Kohima. The validity of this permit is for one year. You are required to get your licence from the country your visiting within one year period. Following documents are to be produced at the time of applying for a International driving license :-

1) Valid driving licence issued from Nagaland.
2) Valid passport
3) Valid Visa
4) Applicable Fee
5) Two passport size photograph.

Attested copy of address proof.

Residence proof – attested copy of any of the following:


1) Ration Card,
2) Electoral Roll,

5) Electricity or Telephone Bill,
6) Pay slip issued by any office of the Central Government or a State Government or a local body,

The International driving license is issued from 10.30 AM to 2.30 PM from the Transport Commissioner Office, Kohima

Other State Driving Licence


The procedure and documents are same as renewal of driving licence except record confirmations may be asked from issuing authority of that state. You have to apply to your local zonal office for the same.
