Driving Licence in Manipur

For driving a motor vehicle in any public place, it is necessary to hold an effective driving licence for the particular category of vehicle. There are two kinds of licences (a) Learner's Licence and (b) Permanent Licence. Learner's Licence is issued for learning to drive Motor Vehicles and is valid for 6 months. One becomes eligible for permanent licence after expiry of one month from the date of issuing the learner licence.

Eligibility for obtaining a licence


Age


1) For vehicles upto 50CC engine capacity & without gear- 16 years.Parents / guardian's consent necessary.)
2) For Private vehicles above 50cc engine or vehicles with gears- 18 years
3) For commercial vehicles- 20 years

Educational Qualification


1) The minimum educational qualification for obtaining a licence to drive a transport vehicle (other than tractor-cum-trailer) shall be a pass in the fourth standard.
2) For those driving a goods carriage carrying goods of dangerous or hazardous nature to human life shall possess a minimum qualification of a pas in the tenth standard.
3) Conversant with Traffic rules & regulations.

Evidence as to the correctness of address and age


Applications for driving licence should be accompanied by documents as evidence of address and age. Attested copy of any one or more of the following documents will be accepted for the purpose.

1) Ration card
2) Electoral roll
3) Life Insurance Policy
4) Passport
5) Voter Identity card
6) Electricity or telephone bill
7) Pay slip issued by any office of the Central/State or a local body
8) House tax receipt
9) School certificate
10) Birth certificate
11) Other authentic proof acceptable to the licensing authority.
12) Originals should be produced at the time of application.

Learner's Licence


An application for the grant or renewal of a learner's licence shall be made in Form 2 and shall be accompanied by

2) Age proof certificate
3) Residence certificate
4) Form No.1 A (External website that opens in a new window) : Medical certificate's It is required in case of commercial licences.
5) Form No.3 (External website that opens in a new window) : Learner licence form with photographs.
6) Form No.1 (External website that opens in a new window) : Self declaration of Medical fitness.
7) In case of applicants below 16 years (for vehicles upto 50CC engine capacity & without gear), the application shall be signed by the parent or guardian of the applicant.

Fee for Learner's Licence


1) For one category - Rs.210/-
2) For two category - Rs.270/-
3) For three categories - Rs.330/-

Test for issuing Learner Licence


Applicants for a learner's licence shall be required to present himself before the licensing authority for a test to verify that the applicant possesses adequate knowledge and understanding of the following matters:-

1) the traffic signs, traffic signals and the rules of the road
2) the duties of a driver when his vehicle is involved in an accident resulting in the death or bodily injury of a person or damage to property of a third party.
3) the precautions to be taken while passing an unmanned railway crossing
4) the documents he should carry with him while driving a motor

Permanent Licence


An application for a driving licence shall be made in form 4 and shall be accompanied by

1) an effective learner's licence to drive the vehicle of the type which the application relates
2) appropriate fee for the test of competence and issue of licence
3) 3 copies of the applicant's recent photograph of the size 5cm x 6cm.
4) medical certificate in Form 1.
5) driving certificate in Form 5 issued by the school or establishment from where the applicant received instruction, if any.

Driving Test for issue of Permanent Licence


The licensing authority conducts a driving test of the applicant before issuing a permanent driving licence to establish that the applicant possesses the following abilities.

Duplicate Licence


Duplicate Licence is issued in case of loss, theft, or on mutilation
We recommend you to keep the photocopy of your licence safe, particulars of licence noted with you so that you may not face troubles in case of loss/theft. It would be easier to locate about your licence particulars from the record. If you can not provide the particulars it is advisable to go ahead for fresh licence instead of duplicate of licence.

Procedure to get a duplicate licence


As: You will require:

1) Application in Form LLD.
2) FIR of the lost licence
3) Challan clearance report from Traffic Police (in case of Commercial licence renewal).
4) Necessary fee

For duplicate licence you have to approach the issuing authority and the particulars will be verified from their records. The validity of duplicate licence will be the same of your previous licence. The original issuing authority will issue your duplicate licence.

International Driving Licence


International driving licenses are issued from various zonal offices. The validity of this permit is for one year. You are required to get your licence from the country you're visiting within one year period. Following documents are to be produced at the time of applying for a International driving license:-

1) Valid driving licence issued.
2) Attested copy of address proof.
3) Attested copy of Birth certificate
4) Valid passport
5) Valid Visa
6) Fee of Rs. 200/-
7) Two passport size photograph.
