Obtaining of Learner Licence:

College students should contact their principal’s office for applying for Learner Licence or Approach your nearest Licensing Authority (RTO/DTO)

Eligibility for obtaining of Learner Licence:

Age greater than 16 years but are less than 18 years are eligible for a Licence to drive only a motor cycle up to 50cc engine capacity i.e. motor cycle without gear. For this, they require the consent of their parents / guardians.

Age greater than 18 years are eligible to obtain Licence for a motor cycle equipped with gears and also for a Light Motor Vehicle [Motor Car].

Age greater than 20 years of age are eligible to obtain a Licence to drive a transport vehicle, i.e., a vehicle used to carry passengers or goods for hire or reward etc. such as taxi, auto rickshaw, bus or truck but they must have passed middle standard examination i.e. 8th standard.

However, no person shall be granted a Learner’s Licence to drive a medium or heavy goods vehicle or passenger vehicle unless he has held a driving Licence valid for a light motor vehicle (LMV) for at least one year.

A Learner’s Licence is essential for obtaining a driving Licence.

Physical Presence:

It is mandatory to present yourself in front of Licensing Authority.

Documents required to apply for Learner Licence:

Fee of Rs. 30/- for each category of Vehicle applied.

Applications in Form 1, Form 1A [Medical Certificates as issued by any M.B.B.S. doctor] and Form 2. [These Forms can be downloaded from website]

Three recent passport size photographs.

Proof of your ordinarily residing address and date of birth through any one of the following documents :

1) School Leaving Certificate
2) Birth Certificate Ration Card
3) Voter ID Card
4) Passport
5) Electricity Bill [No before than 3 months]
6) Telephone Bill [No before than 3 months]
7) Passport Electricity / Telephone Bill / House Tax Receipt Pay slip issued by any office in the Central / State Government or a local body Get the copy of the document attested by a Gazette officer of the central/state government or a local body

Effectiveness and Validity:

Learner Licence is valid for a period of six months from the date of issue Learner Licence is effective throughout India.

Obtain Online Learner Licence

Step 1 - Setting up and Requirements

1) Must have an SBI account with net banking and online payment facility.
2) Modern Internet browser install on your computer in which you are using to apply online appointment.
3) Please disable popup blocker in your browser.
4) Must have an valid e-mail id in which your appointment details will be sent.

Step 2 - Fill Appointment details

1) Go to Online LL Appointment System.
2) Click on Apply for New LL Appointment.
3) Select your District/ RTO.
4) Fill Personal Details.
5) Fill Address Details (Temporary and Permanent).
6) Select class (Atleast 1 or or max 4).
7) Select an Available Time slot.
8) Click on save Button.

Step 3 - Check Appointment details

1) Carefully check the details you fill in the application.
2) If everything is correct then click on the Make Payment Button and proceed for Payment.
3) Payment gateway of Online SBI will be opened enter User Name and password and pay the fees.
4) Please do not click Refresh or Back button.

Step 4 - Print Cash Form / Receipt

1) Click on Print Cash Form / Receipt.
2) Fill any one of the given detail either Ref Id/Trans Id or E-Mail Id or Applicant First Name (Not All) and click Search Data.
3) The system will show you your record please check Payment Status
4) If Payment Status is "Payment Not Confirmed" then click on the the "Full View" Please Check your SBI account whether payment has debited or not.
5) If Fees amount has not debited from your SBI account then click on "Re-Payment" 6) If Fees amount has been debited from your SBI account and Payment Status is no Confirm then please enter SBI Ref. No. click on "Request for Re-Payment Confirmation"
7) If Payment Status is "Payment Confirmed" then click on the the "Full View" Print Receipt and Form.

Step 5 - Documents to be carried with you

You have to reach at your concern RTO/DTO office on appointment date and time with the following documents.

1) Cash Receits of paid fees.
2) Form 2.
3) Form 1.
4) Form 1A.
5) Valid ID proof.
6) Valid Address proof
7) 3 Recent Passport size Photographs.

Necessity of driving Licence

No person shall drive any Motor Vehicle and no owner of Motor Vehicle shall cause or permit the vehicle to be driven in any public place or any other place, unless the vehicle is Registered in accordance with Chapter IV of the MV Act,1988.

1) Age limit in connection with driving of motor vehicles.
2) No person under the age of eighteen years shall drive a motor vehicle in any public place.
3) Provided that a motor cycle with engine capacity not exceeding 50 cc can be driven in a public place by a person after attaining the age of sixteen years.
4) No person under the age of 20 yrs. Shall drive a transport vehicle in any public place.

Medical Certificate

An applicant for the grant of a non transport vehicle driving Licence under the age of 50 years do not require a medical certificate. However, those applicants who are over 50 yrs. of age must produce a medical certificate in Form – 1A.

Procedure for obtaining driving Licence

An application for a driving Licence shall be made in Form 4 along with following documents.

1) An effective learner’s Licence.
2) Testing Fee of Rs. 50.00 per class/category.
3) Smart Card Fees.
4) Three copies of the applicant’s recent [passport size photograph]
5) Driving Test
6) Every applicant shall have to pass driving test/ physical competence test to be conducted by licensing authority on a vehicle of the type he has applied for.

Validity of driving Licence

1) Licence to drive a transport vehicle be effective for a period of three years from the date of its issue.
2) An authorization of Licence to drive a transport vehicle carrying goods of dangerous or Hazardous nature be effective for one year and renewal thereof subject to the condition that the driver must undergoes one day refresher course of the prescribed syllabus.
3) A Licence to drive a non transport vehicle shall be effective for a period of 20 yrs. from the date of issue or renewal or the holder attains the age of 50 yrs., whichever is earlier, after that the Licence is renewable for 5 yrs.
