Uttar Pradesh state government has decided to provide subsidy to farmers for the procurement of agricultural equipment, so that farmers can produce more crop on less labor, due to which cultivation is being done in a traditional manner in India. Both labor and crop harm, and to increase the production of crop, the government has issued notification of subsidy or subsidy of 80 percent on agricultural equipment. Name of plan

The Uttar Pradesh government will provide subsidy up to 80% through the "Mission on Agriculture Mechanization (NGT)" scheme . By which farmers were motivated to cultivate.This will provide a lot of help to the farmers whose crops have suffered huge loss due to natural calamities.

Mission on Agriculture Mechanization (NGT) Process

According to the Mission on Agriculture Mechanization (NGT) scheme, 10 farmers of the village will have to make a group and register for Chit Fund. After registration, all those farmers will have to apply in the Agriculture Department. Under this scheme, there is a possibility of spending 10 lakh rupees for the purchase of tractor and agricultural machinery. Uttar Pradesh Government will provide 80 percent subsidy or grant in this fund. This means that the government will provide eight lakh rupees. The balance amount will be paid in one lakh rupees for two lakhs and all the farmers will be paid and one lakh rupees will be provided by the bank. Interest on loan can be paid by saving from tractor and agricultural equipment.

Government has decided to provide benefit to two groups in each block to reach this scheme to more farmers. There are many blocks in all the districts. According to the block, the benefit of the scheme will be provided. The State Government has issued a notification to form a group from the farmers to avail the benefits of the scheme.

Scope of Farm Mechanization:


The farm power availability in the State during the year 2001 was 1.75 kW/ha. The State although highly populated, should progressively adopt power farming for timely and precise field operation at reduced costs and to maximize utilization efficiencies of costly inputs and for conservation of natural resources. Precision land levelling and use of efficient irrigation equipment for economizing in water requirements of crops including diversification of crops suiting to water availability are important issues in the region. Gradual increasing in farm power availability from the present level of 1.75 kW/ha to about 2 kW/ ha by 2020 is necessary for timely farm operations. Mechanization of most of the agricultural operations through custom hiring of high capacity equipment is required so that marginal, small and medium categories of farmers can also take the advantage of mechanization. Crop residue management for feed, fodder and energy is also important. It is presumed that by 2020, about 70% of the tillage, land leveling, sowing/planting, irrigation and threshing of all the important crops will be fully mechanized and other operations for different types of crops will be mechanized upto about 25–30%. In U.P. sale of tractors is maximum. Last year maximum number of tractors about 73,000 tractors were sold in U.P. About more than 50 laser land leveler are being used on custom hire basis.

Schemes


Tractor --> @ 25% of the cost limited to Rs.45,000/- tractors up to 40 HP

Power Tiller --> @ 40 % of the cost, limited to Rs.45000/- Power tiller 8BHP & above/@ 40 % of the cost, limited to Rs.25000/- Light weight Power tiller below 8BHP for hilly regions

Power driven equipment (Tractor/Power Tiller operated) Intended inclusion of all tractor and power tiller driven conventional equipment/implement --> i. @ 25 % of the cost, limited to Rs.10000/- for essential tractor driven implements viz. MB/Disc plough, harrow, cultivator, seed cum fertilizer drill. ii. @ 25 % of the cost, limited to Rs.10000/- for a set of power driven implements i.e. harrow cultivator and seed drill.

Power operated protection equipment - @ 25% of the cost limited to Rs. 2000/-

Tractor operated protection equipment - @ 25% of the cost limited to Rs. 4000/-

Popularization of new technology agricultural machines:


For improving adoption of technologies for crop production, it is necessary to properly demonstrate utility of technologies to farmers for achieving higher production and productivity. Therefore, with objective of induction of improved/new technology in agricultural production system, demonstration of newly developed agricultural/ horticultural equipments at the farmers’ fields have been introduced 100% grant-in-aid is given to the implementing agencies i.e State Governments/UTs and Government organizations like ICAR and SFCI for procurement and demonstration of identified equipment.

Incentives for purchase of agricultural machines implements:


In order to make available various agricultural implements and machines at cheaper rates, assistance in the form of subsidy @ 25%to 50% of the cost of equipment/machine with permissible ceiling limits is available to all category of farmers for the purchase of various agricultural equipments under various schemes of the Department of Agriculture and Cooperation such as Macro Management of Agriculture, National Food Security Mission, Rashtriya Krishi Vikas Yojana, National Horticulture Mission etc.

Scheme for purchase of Tractor


Eligibility Criteria:


An individual, joint co-borrower, HUF proprietorship partnership (P) Ltd. , Ltd. Companies, Cooperative Society, Trust are eligible under the scheme who have minimum 2.5 acres of agriculture land with permanent source of Irrigation for minimum in two crops in a year and borrowers are non-defaulter of any financial institution.

It can be considered by taking into account the assets utilization for a minimum of 1000 hours of productive work per year on own farm and custom hiring.

Amount of Loan:


90% on the invoice value of Tractor & implements.

Security:


Hypothecation of tractor along with implements if applicable. Mortgage of agriculture land to secure the advance adequately or Third party guarantee acceptable to bank.

Margin Money:


10% of total value of tractor and implements.

Rate of Interest:


up to 2.0 lac - BR+2.25%
Rs. 2.00 lac to 5.00 lac - BR+3.00%
Above 5.00 lac - BR+3.50%

Repayment:


The entire loan shall be repaid in half yearly installments 5 - 9 years. Gestation period/moratorium period : minimum 6 months & maximum 18 months.
