Learner's Licence


A Learner’s License is an official document issued by a competent authority authorizing the person specified therein to drive as a learner, a motor vehicle or a motor vehicle of any specified class or description.

Necessity for Learner’s Licence


A Learner's License is issued to learn driving of Motor Vehicles. It is essential for obtaining a Driving License.

Age Eligibility


1. Motor cycles of special category - A motorcycle of engine capacity not more than 50cc falls in this category. The application must be signed by a parent or guardian - 16 years
2. Private cars and motorcycles - All light motor vehicles (LMV) not used for carrying passengers/goods for hire are covered in this category - 18 years
3. Transport vehicles - All buses, lorries, auto rickshaws, etc. fall in this category - 20 years

Other Requirements


You should be conversant with Traffic Rules & Regulations. Your knowledge on Road Rules and Regulations, Signals and Signs, Road manners, defensive driving etc will be tested while taking the Learner’s Test.

Where to Apply


For obtaining a Learner’s License, you will need to apply in the prescribed forms to the District Transport Office in your region during public dealing hours, preferably between 10:00am to 2:00pm.

Documents Required


1. Form No.2 (Application Form for Learner’s License) available in the office/download from website.
2. Form No.1A (Medical Certificate) available in the office/download from website with self photo attested by the doctor with blood group.
3. Three copies of recent passport photographs.
4. Driver’s License held by the applicant (in case of Transport Vehicles).
Enclosure:

6. Age Proof (attested copy)
7. Citizenship Proof (attested copy)

Remember to bring the originals of the documents whose attested copies are enclosed.

Fee


Rs.70/- for each class of vehicle. (Including charge for Issue of Learner’s License: Rs.30/- and test for grant of Learner’s License: Rs.20/- plus surcharge)

Restrictions


1. A person who holds a Learner’s License is permitted to drive only if he is accompanied by a duly licensed driver who is sitting in a position from where he can control the vehicle and bring it to a stop if required.
2. The vehicle must display 'L' painted signs, both in the front and the rear end of the vehicle.
3. A person holding a learner's license for a motorcycle is not permitted to carry any pillion-rider except the person who is required to be present for imparting instructions and ensuring safety (as mentioned above).
4. No person shall be granted a learner's license
a) To drive a transport vehicle unless he has held a driving license to drive a light motor vehicle for at least one year.
b) To drive a heavy passenger motor vehicle unless he has held a driving license for at least two years to drive a light motor vehicle or for at least one year to drive a medium passenger motor vehicle.
c) To drive a medium goods vehicle or a medium passenger motor vehicle unless he has held a driving license for at least one year to drive a light motor vehicle.

Procedure


You will have to go with all the required documents to the District Transport Office in your region. After submission of specified fees and verification of all your documents, you will be asked to provide your biometrics (Photo, Thumb and Signature).
Then you have to go through the Learner’s Test. The test is purely theoretical. You can go through a handbook to learn about basic Road signs, Traffic rules & regulations.
On passing the Learner’s Test, you will be issued a Learner’s License. If you fail the test, you will be given a chance to take the test again after one week time.

Expected Time for Disposal


The Learner’s License is issued to the applicant who has passed the learner examination. It is mostly issued on the same day after 2-3 hours of completion of examination or after evaluation of the answer sheet. If for any reason it cannot be issued on that particular day then you will be given a date, may be after 2-3 days, on which you need to go to District Transport Office to collect your Learner’s License. The maximum time for disposal is of 15 working days.

Validity


Learner’s license is valid for six months only.
Applicant can appear for the test for issue of Driver’s License after 30 days & before expiry of six months of the issue of Learner’s License.

Renewal


A Learner’s License cannot be renewed.

Driver's Licence


A Driver’s License is an official document issued by a competent authority authorizing the person specified therein to drive any motor vehicle or vehicles of the specified class or description.

Necessity for Driver’s License


Under the provisions of the Motor Vehicles Act, 1988 in India, no person can drive a motor vehicle in any public place unless he holds a valid Driver’s License issued to him, authorizing him to drive a vehicle of that particular category.

Eligibility


1. You should have a Learner’s License to drive the vehicle of the type to which application relates.
2. You should apply after 30 days and within 180 days from the date of issue of Learner License.
3. You should be conversant about the vehicle systems, driving, traffic rules and regulations.

Where to Apply


For obtaining a Driver’s License, you will need to apply in the prescribed forms to the District Transport Office in your region during public dealing hours, preferably between 10:00am to 2:00pm.

Documents Required


1. Form No.4 (Application Form for License to drive Motor Vehicle) available in the office/downloaded from website.
2. Form No.1A (Medical Certificate) available in the office/downloaded from website in case of Professional/Commercial License.
3. Valid Learner’s License.
4. Two copies of recent passport size photograph.
5. Form No.5 (Driving Certificate issued by Learning School) in case of Professional/Commercial License.

Fee


For one class of vehicle: Rs.340/-.
For two classes of vehicle: Rs.440/-. (Including charge for Issue of License, test of Competence to Drive and grant of Driving License.)

Procedure


You will have to visit with all the required documents to the District Transport Office in your region. After submission of specified fees and verification of all your documents, you will be provided a challan on which the time and venue of the Driving Test will be mentioned.

On the mentioned date you must reach the venue on time. For driving test you have to bring your vehicle with you. You will be tested for your driving skills, familiarization with the vehicle, traffic rules & regulations. You can be asked about the vehicle system and safety.

On passing the test, you will be issued a Driver’s License. To collect your license you will need to visit the District Transport Office in which you applied.

Eligibility


The Driver’s License is generally issued to the applicant within 15 working days.
The maximum time for disposal is of 30 working days.

Validity


1) For Private Vehicles: 20 years, or up to the age of 50 years, whichever is less.
2) For Commercial Vehicles: 3 years

After the age of 50, the license will be renewed for a period of 5 years at a time.

Renewal


An applicant should apply for renewal of his Driver’s License within 30 days from the date of expiry of its validity.

International Driver’s License


An International Driver’s License is an official document issued by a licensing authority in India to an Indian National authorizing the person specified therein to drive any category of motor vehicles as specified in the areas or territories of countries other than India.

Necessity for International Driver’s License


Any Indian citizen who requires to drive in foreign countries needs an International Driving License.

Eligibility


1. You must hold a valid Driving License.
2. You must have a valid Passport.

Where to Apply


Application for the International Driver’s License can be made to the licensing authority having jurisdiction over the area in which the holder of the Driver’s License ordinarily resides or carries on business, along with relevant documents.

Documents Required


1. Form 4A (Application Form for International Driving Permit) available in the office/download from website.
2. Form 1A (Medical Certificate) available in the office/download from website.
3. Valid Driving License.
4. Valid proof of Indian National.
5. Valid Passport.
6. Valid Visa (where applicable).

Procedure


You will have to visit with all the required documents to the District Transport Office in your region. After you submit all your documents along with the specified fees, the officials will verify your particulars and if you are clear on all your documents then you will be issued an International Driver’s License.

Expected Time for Disposal


You will be given a date on which you need to go to District Transport Office to collect your International Driver’s License. It is generally issued to the applicant within 7 working days.
The maximum time for disposal is of 30 working days.

Validity


The validity of this license will be not more than one year from the date of issue, as the case may be, or till the validity of the driving license whichever is earlier.

Renewal


An International Driver’s License cannot be renewed.


Renewal of Driver’s License


The Driver’s License needs to be renewed after expiry of its validity. An expired license is valid for 30 days and can be renewed during this grace period without a penalty. A license expired by more than 30 days can be renewed on payment of a penalty, provided the application is made within a period of five years from the date of expiry.

Necessity for Renewal of Driver’s License


Under the provisions of the Motor Vehicles Act, 1988 in India, no person can drive a motor vehicle without a valid Driver’s License. As per Section 177 of the Motor Vehicles Act, 1988 whoever is driving with a license whose validity has expired is contravening with the provisions of the Act and is punishable for the first offence with fine which may extend to one hundred rupees, and for any second or subsequent offence with a fine which may extend to three hundred rupees.

Eligibility


One must be a holder of Driving License which is expired.

Where to Apply


For renewal of Driver’s License, you will need to visit to the District Transport Office and apply in the prescribed forms to the District Transport Officer of the region where you ordinarily reside or carry on your business during public dealing hours, preferably between 10:00am to 2:00pm.

The License can be renewed at any District Transport Office, irrespective of the place of its issue. If a driver changes his residence, the new address should be incorporated in the license.

Documents Required

1) Non Transport Vehicles

Fee


The fee for renewal of license depends on the form (i.e. Book or Smart Card) of the license the applicant has applied for. The fee chart for both the forms of license is given below:

Book form :


Application made within grace period - Rs.50/-
Application made after grace period - Rs.100/- and an additional fee at the rate of Rs.50/- for a period of delay of one year or part thereof reckoned from the date of expiry of the grace period.

Smart Card form :


Application made within grace period - Rs.250/-
Application made after grace period - Rs.200/- and an additional fee at the rate of Rs.50/- for a period of delay of one year or part thereof reckoned from the date of expiry of the grace period.

Procedure


You will have to visit with all the required documents to the District Transport Office in your region. After submission of specified fees and processing all your documents, you will be issued your renewed Driver’s License.

Expected Time for Disposal


The renewal of license in case of private license is done on the same day but for commercial license the renewal is made after verification of the particulars.
The maximum time for disposal is of 30 working days.

Validity

The validity chart for renewal of licenses to drive either class of vehicle is provided in the table below:

1) Non-Transport Vehicles - 5 years at a time
2) Transport Vehicles - 3 years at a time.

Refund of Fee


If the Licensing Authority (District Transport Officer) rejects an application for the renewal of a Driver’s License under sub-section 5 of section 15 of the MVA, the applicant will be refunded half of the fee paid for such renewal provided the applicant makes an application in that behalf not later than 30 days from the date of receipt of the order rejecting the application.

Conductor’s License


A Conductor’s License is an official document certifying that the holder is suitably qualified to act as a Conductor (i.e. a person engaged in collecting fares from passengers, regulating their entrance into, or exit from the stage carriage).

Necessity for Conductor’s License


Under the provisions of the Motor Vehicles Act, 1988 in India, no person shall act as a conductor of a stage carriage unless he holds an effective conductor's license issued to him authorizing him to act as such conductor; and no person shall employ or permit any person who is not so licensed to act as a conductor of a stage carriage.

Eligibility


1. Your age should not be less than 18 years.
2. You should have adequate knowledge of provisions of the Acts and rules made there under relating to the duties and functions of a conductor.
3. You should have passed Middle School Examination or an equivalent or higher examination.
4. You should possess a good moral character.
5. You should know how to use First-Aid Box

For obtaining a Conductor’s License, you will need to apply in the prescribed forms to the District Transport Office in your region during public dealing hours, preferably between 10:00am to 2:00pm.

1. Form L. Con. A (Application for grant of Conductor’s License) available in the office/download from website.
2. Form M. C. Con (Medical Certificate in respect of an application for a Conductor’s License) available in the office/download from website; which must be issued by a registered medical practitioner having a minimum qualification of M.B.B.S and practicing in the state of Bihar.
3. Valid Adult First Aid Certificate issued by any Registered Medical Practitioner.
4. Good character certificate issued by nearest Police Station.
5. Three copies of recent passport size photograph.

Procedure


You will have to visit with all the required documents to the District Transport Office in your region. After submission of specified fees and verification of all your documents, you will be required to take a Test for grant of Conductor’s License.
On passing the test, you will be issued a Conductor’s License.

Expected Time for Disposal


The Conductor’s License is generally issued to the applicant within 7 working days.
The maximum time for disposal is of 30 working days.

Validity


A Conductor’s License is valid for a period of one year from the date of issue.

Renewal


An applicant should apply for renewal of his Conductor’s License within 30 days from the date of expiry of its validity.

Necessity for Renewal of Conductor’s License


Under the provisions of the Motor Vehicles Act, 1988 in India, no person shall act as a conductor of a stage carriage unless he holds an effective Conductor's License. A Conductor's License continues to be effective for a period of thirty days from the date of its expiry and he must renew his license within this period in order to continue to perform his duties as a conductor.

Eligibility


The applicant must be a holder of Conductor's License which is expired.

For the renewal of your Conductor’s License, you will need to apply in the prescribed forms to the District Transport Office in your region during public dealing hours, preferably between 10:00am to 2:00pm.

Documents Required


1. Form L. Con. R (Application for renewal of a Conductor’s License) available in the office/download from website.
2. Form M. C. Con (Medical Certificate in respect of an application for a Conductor’s License) available in the office/download from website; which must be issued by a registered medical practitioner having a minimum qualification of M.B.B.S and practicing in the state of Bihar. (Required only in cases where the applicant has attained the age of 40 years)
3. Valid Adult First Aid Certificate issued by any Registered Medical Practitioner. (Required only in cases where the applicant has attained the age of 40 years)

Fee


Rs.100/-.

Procedure


You will have to visit with all the required documents to the District Transport Office in your region. The licensing authority will verify all your documents and if you are good to go will renew your Conductor’s License with effect from the date of its delivery.

In case you have made the application for renewal of the license after a period of thirty days from the date of its expiry, the license shall be renewed with effect from the date of its renewal.

The renewal of license in generally done on the same day or it may take a maximum time of 2-3 days.
The maximum time for disposal is of 30 working days.

Validity


The validity of a Conductor’s License is one year from the date of its issue.

Necessity for Duplication of Conductor’s License


Where at any time a Conductor’s License is lost, destroyed, defaced or mutilated, the holder is supposed to immediately report the matter to the original licensing authority and needs to apply for issue of a duplicate license.

Eligibility


The applicant should have a valid Conductor’s License.

Where to Apply


For the issue of a second copy of your Conductor’s License, you will need to apply in the prescribed form to the same District Transport Office where you had applied for the original; during public dealing hours, preferably between 10:00am to 2:00pm.

Documents Required


1. Form C.L.D. (Application for a duplicate Conductor’s License) available in the office/download from website.
2. Two copies of recent passport size photograph.
3. FIR or Police Station Diary (In case the License is Lost or Stolen).
4. Original License (In case the License is unreadable).

Fee


Rs.100/-. (In case where the License has not expired)
Rs.200/-. (In case where the License has expired)

Procedure


For duplicate license you have to approach the issuing authority and the particulars will be verified from their records. The validity of duplicate license will be the same of your previous license. The original issuing authority will issue your duplicate license.

A duplicate license in generally issued within 7 working days.
The maximum time for disposal is of 30 working days.

Validity


The validity of duplicate license will be the same of your previous license.
