Necessity of a driving licence


In order to drive a motor car / vehicle in a public place one must possess a valid driving licence issued by the Licencing Authority. It is illegal to drive a motor car without having an effective driving licence and similarly no person shall drive a Transport Vehicle in a public place unless his driving licence specifically entitles him so to do.

Licencing Authority


The District Transport Officer’s of various districts is the competent authority to issue driving licence in Assam.

Age Limit


For applying for a licence one must be 18 (eighteen) years of age and for driving a transport vehicle one must be 21 (twenty one) years of age. But a person attaining the age of 16 (sixteen) years can drive a motor cycle with engine capacity not exceeding 50CC in a public place.

Types of Licence


1. Learner’s Licence:


The first step to driving a motor vehicle is to obtain a ‘Learner’s Licence’. For obtain a learner licence one have to apply to the licencing authority of his jurisdiction where the applicant resides or carries business. Learner’s Licence is a purely temporary one valid for 6 (six) months only and it is issued to an applicant to learn how to drive.

(A) Application for Learner’s Licence:


For obtaining a Learner’s Licence you have to apply to the licence authority or District Transport Officer, in whose jurisdiction, the applicant resides, with Form No. 2.

(B) Documents required for application:


The documents required along with the learner’s licence application Form No. 2 are mentioned as follows:

1) Ration Card
2) Electoral Roll
3) Life Insurance Policy
4) Pay Slip issued by any State or Central Govt. body
5) Self swearing affidavit by an applicant before an Executive Magistrate or a 1st Class Judicial Magistrate or a Notary Public as evidence of address.

For proof of age:


1) Birth Certificate
2) School Certificate
3) Certificate granted by a registered Medical practitioner not below the rank of a Civil Surgeon, as to the age of the applicant.
4) Pay Slip issued by any State or Central Govt. body

Test for learner’s licence:


Applicant of a learner licence shall have to present himself before the licensing authority for a preliminary test. The test will be conducted by the Inspector of Motor Vehicles and the applicant has to satisfy the Motor Vehicle Inspector with adequate knowledge of traffic signs and signals and rules of the road regulations. The applicants who are already having a driving licence are exempted from applying the preliminary test in case of additional endorsement of new class of vehicle.

Validity of a Learner’s Licence:


Learner’s licence are valid for a period of 6 (six) months. The holder of a learner’s licence must drive a car with prominently display the letter ‘L’ at the front and rear of the car and he must be accompanied by a permanent licence holder at the time of driving.

2. Driving Licence:


The applicant who has held a valid learner’s licence for a period of at least 30 days or within 180 days from the date of issuance of learner’s licence can apply for the permanent driving licence.

Documents required for Driving Licence:


Application for a permanent driving licence shall be made in Form – 4 and shall have to be accompanied by the following documents:
1) Your valid learner’s licence
2) Three copies of recent passport size photo
3) Proof of age and residence
4) In case of Transport Vehicle certificate in Form – 5 issued by a driving training school/establishment
5) In case of endorsements of categories your original licence
6) Police verification

Procedure of issuing a driving licence:


After the scrutiny of your documents you have to appear a test of competence to drive a vehicle as per the procedures laid down under Rule – 15 of Central Motor Vehicle Rules, 1989. For this driving test you have to bring your vehicle along with you to the District Transport Office and here the M.V.I.’s will test your driving skills, knowledge of traffic rules and regulations and familiarization with the vehicle. The candidate who passes the test of competence successfully will be issued with a driving licence.

Validity of a driving licence:


Generally a licence is valid for 20 years from the date of issue or till you turn 50 years of age which ever is earlier. But the driving licence issued for Transport Vehicle will be valid for 3 (three) years.

Renewal of driving licence:


Renewal of your licence has to be applied within 30 days of expiry of your permanent driving licence to avoid any penalty. The following documents are required for renewal of a driving licence:

1) Application in Form – 9
2) Rs. 100.00 for fees and penalty if any as prescribed in Rule – 32
3) 2 copies of recent passport size photograph
4) Proof of age and residence
5) Medical Certificate in Form - 1A
6) In case of Commercial / Transport, H.M. Vehicle a driver refreshing Training Certificate.

Duplicate Licence:


In case of destruction or loss of the original driving licence a duplicate licence can be obtained. The application for the duplicate licence has to be made to the District Transport Officer who had issued the original licence. Following documents are required for issuing a duplicate licence.

1) Application in Form – 9
2) FIR of Police report of the lost licence
3) Original licence in case of torn, destruction or defaced
4) Fees of Rs.20.00

Additions to Driving Licence:


If you are a holder of a valid driving licence for Motor Cycle/Scooter you may apply for an addition of light Motor Vehicle (LMV). For a addition of another class of vehicle you have to apply to the District Transport Office where you resides with the following documents:

1) Your valid driving licence
2) Valid learner’s licence for the category
3) Application in Form – 8
4) In case of an application for addition of a transport vehicle the driving certificate in Form – 5
5) Medical Certificate in Form - 1A in case of Transport Vehicles
6) Prescribed Fees

International Driving Permit:


‘International Driving Permit’ means a driving licence issued by the District Transport Officers. International Driving Permit will be issued to those who holds a valid Indian Licence and who is a resident of India. With this licence or permit you can drive a motor vehicle prescribed in the permit in the areas or territories of countries other than India but excluding the countries with whom there are no diplomatic relations. Following documents are required at the time of applying an International Driving Permit.

1) Current Indian Driving Licence and this licence must be valid for at least another one year.
2) Photocopy of passport and Visa
3) Application in Form – 6A
4) Fee of Rs.500.00
5) Medical Form -1A
6) Five copies of Passport size photograph
7) Attested copies of address proof.
